BEP programme generally makes scarce specialized expertise and resources available to the large numbers of Primary school teachers and administrators who would otherwise not have the opportunity to for further training. The scheme has a multiplier effect since it adds highly qualified and experienced teachers, and administrators to the numbers produced through pre-service programs and other in-service training at the same level of qualification. The training also enables school teachers and administrators to apply the newly acquired innovative and specialized skills in their otherwise challenging work. Upgrading courses such as BEP also prepare school senior teachers and administrators for relevant educational reforms in line with the current global trends and challenges which is very dynamic.
